There Ought to Be a Law...
Former TYCO CEO Dennis Kozlowski got sentenced to 25 years in prison for stealing approximately 600 million dollars from the company and won't be eligible for parole until 2014, which means that he will do at least 9 years in prison.
So, explain to me why the low term to rape is three (3) years. Is a woman's right to live without fear worth less than 600 million dollars? Is a woman's dignity as a human being worth less than 600 million dollars? Maybe it's the aftermath of living in fear and being scarred for life that's worth less than 600 million dollars, or perhaps the psychologically and physically damaged on the deepest level is worth less than 600 million dollars? I think not.
While Kozlowski gets prison time for stealing people's money, let's give rapists something to think about for stripping a woman's humanity. I say let the FDA allow this gizmo into the American market, or throw in a bit of castration into the law.
Three years plus castration? I can live with that.

Let me preface this comment by saying that I am glad you read the article and is thinking about the ramifications of importing such a gadget. I respectfully disagree with your contention for two reasons:
1. Correct me if I am wrong, but statistically and empirically speaking, a man is probably not in any position to hurt anyone else around him if he have strands of metal grinded into his penis. I'd imagine him writhing in pain at this point thus providing the victim the opportunity to get away, or to kick him upside the head. I prefer the second option.
2. Wearing rapex would not be a mandatory implementation, but a choice given to women to obtain rapex. Warnings can be given on the box, concerns can be debated, but if a woman chooses to use it, she would be assuming the risk you are describing. As for me, I will take my chances any day and assume the risk, I beleive majority of the women in this world and the next will agree with me on this one.
